The Legalization of Marijuana   Ã‚  Ã‚  Ã‚  Ã‚  Marijuana is a plant, known as cannabis sativa and cannabis indica, which contains a psychoactive chemical called tetrahydrocannabinol (THC). The effects of THC include disruption of psychomotor behavior, short-term memory impairment, intoxication, stimulation of appetite, antinociceptive, and antiemetic activities. Marijuana, the Mexican name given to cannabis is a mixture of dried, shredded leaves, stems, seeds, and flowers of the plant. Cannabis is a term that refers to marijuana and other preparations made from the same plant. Hemp is a form of cannabis, cannabis sativa L, which contains less than one percent THC; it is used to make clothing, paper, and building materials. Tobacco is smoked just like marijuana is smoked, rolled in paper or in a pipe. The only difference is that tobacco is legal and marijuana is illegal. The government spends billions each year on the war on drugs, yet it is still around. For people under the age of 21 it is much easier to get marijuana than it is to get alcohol. Although many primarily associate marijuana with its harmful side effects, in actuality there are many benefits from its use as well.   Ã‚  Ã‚  Ã‚  Ã‚  Marijuana was a large part of culture throughout the entire world, it has been around for thousands of years and still continues to grow. Hemp was a large help with early American settlers, the hollow stalk was used to make clothing, rope and paper. Hemp was used well before this though, the Chinese used it to make fishing nets and bow strings for their archers. George Washington and Thomas Jefferson, who are considered to be forefathers for America, both grew hemp. Benjamin Franklin owned a mill that made hemp paper. Early drafts of the Declaration of Independence were written on paper that was made of hemp. During World War II, the US supply of hemp was cut off by the Japanese, and the US Army and the Department of Agriculture promoted the â€Å"Hemp for Victory† campaign, which encouraged farmers to grow hemp for the cause of the war. Hemp was also used in making sails and ropes for ships. (a) CONDUCT OF TRANSACTIONS BY PLANS.– â€Å"(1) IN GENERAL.–If a person desires to conduct a transaction referred to in section 1173(a)(1) with a health plan as a standard transaction– â€Å"(A) the health plan may not refuse to conduct such transaction as a standard transaction; â€Å"(B) the insurance plan may not delay such transaction, or otherwise adversely affect, or attempt to adversely affect, the person or the transaction on the ground that the transaction is a standard transaction; and â€Å"(C) The information transmitted and received in connection with the transaction shall be in the form of standard data elements of health information. â€Å"(2) SATISFACTION OF REQUIREMENTS.–A health plan may satisfy the requirements under paragraph (1) by– â€Å"(A) directly transmitting and receiving standard data elements of health information; or â€Å"(B) Submitting nonstandard data elements to a health care clearinghouse for processing into standard data elements and transmission by the health care clearinghouse, and receiving standard data elements through the health care clearinghouse. â€Å"(3) TIMETABLE FOR COMPLIANCE.–Paragraph (1) shall not be construed to  require a health plan to comply with any standard, implementation specification, or modification to a standard or specification adopted or established by the Secretary under sections 1172 through 1174 at any time prior to the date on which the plan is required to comply with the standard or specification under subsection (b). â€Å"(b) COMPLIANCE WITH STANDARDS.– â€Å"(1) INITIAL COMPLIANCE.– â€Å"(A) IN GENERAL.–Not later than 24 months after the date on which an initial standard or implementation specification is adopted or established under sections 1172 and 1173, each person to whom the standard or implementation specification applies shall comply with the standard or specification. â€Å"(B) SPECIAL RULE FOR SMALL HEALTH PLANS.–In the case of a small health plan, paragraph (1) shall be applied by substituting ’36 months’ for ’24 months’. For purposes of this subsection, the Secretary shall determine the plans that qualify as small health plans. â€Å"(2) COMPLIANCE WITH MODIFIED STANDARDS.–If the Secretary adopts a modification to a standard or implementation specification under this part, each person to whom the standard or implementation specification applies shall comply with the modified standard or implementation specification at such time as the Secretary determines appropriate, taking into account the time needed to comply due to the nature and extent of the modification. The time determined appropriate under the preceding sentence may not be earlier than the last day of the 180-day period beginning on the date such modification is adopted. The Secretary may extend the time for compliance for small health plans, if the Secretary determines that such extension is appropriate. â€Å"(3) CONSTRUCTION.–Nothing in this subsection shall be construed to prohibit any person from complying with a standard or specification by– â€Å"(A) submitting nonstandard data elements to a health care clearinghouse for processing into standard data elements and transmission by the health care clearinghouse; or â€Å"(B) Receiving standard data elements through a health care clearinghouse.†(http://aspe.hhs.gov/admnsimp/pl104191.htm) This is very imprtonat with following the HIPPA rules and regulations â€Å"PROCESSING PAYMENT TRANSACTIONS BY FINANCIAL INSTITUTIONS â€Å"SEC. 1179. To the extent that an entity is engaged in activities of a financial institution (as defined in section 1101 of the Right to Financial Privacy Act of 1978), or is engaged in authorizing, processing, clearing, settling, billing, Transferring, reconciling, or collecting payments, for a financial institution, this part, and any standard adopted under this part, shall not apply to the entity with respect to such activities, including the following: â€Å"(1) The use or disclosure of information by the entity for authorizing, processing, clearing, settling, billing, transferring, reconciling or collecting, a payment for, or related to, health plan premiums or health care, where such payment is made by any means, including a credit, debit, or other payment card, an account, check, or electronic funds transfer. â€Å"(2) the request for, or the use or disclosure of, information by the entity with respect to a payment described in paragraph (1)– â€Å"(A) for transferring receivables; â€Å"(B) For auditing; â€Å"(C) In connection with– â€Å"(i) a customer dispute; or â€Å"(ii) An inquiry from, or to, a customer; â€Å"(D) In a communication to a customer of the entity regarding the customer’s transactions, payment card, account, checks, or electronic funds transfer; â€Å"(E) For reporting to consumer reporting agencies; or â€Å"(F) For complying with– â€Å"(i) a civil or criminal subpoena; or â€Å"(ii) A Federal or State law regulating the entity.† (b) CONFORMING AMENDMENTS.– (1) REQUIREMENT FOR MEDICARE PROVIDERS.–Section 1866(a) (1) (42 U.S.C. 1395cc (a) (1)) is amended– (A) by striking â€Å"and† at the end of subparagraph (P); (B) By striking the period at the end of subparagraph (Q) and inserting â€Å"; and†; and (C) By inserting immediately after subparagraph (Q) the following new subparagraph: â€Å"(R) to contract only with a health care clearinghouse (as defined in section 1171) that meets each standard and implementation specification adopted or established under part C of title XI on or after the date on which the health care clearinghouse is required to comply with the standard or specification.†. DBQ: Reign of Terror Essay

â€Å"The execution of Louis XVI marked the beginning of the 18 month period of the French Revolution that has come to be called ‘The Reign of Terror’†(49). It was led by no other than Robespierre, in an attempt to start a new government, which proceeded to execute large numbers of people. The 18 months was a blood pouring event during the French Revolution. These events were unnecessary and the whole Reign of Terror was unjustified because it was a sin to kill, they went against what other through and what was right, and they went beyond what was necessary. Not only was the Reign of Terror a big part of the French Revolution but it was a very unjustified event, creating sins among the people. They treated the dead as heads and bodies of simple animals rather than thinking of them as once humans. â€Å"Carried it mockingly, upside down on a cart, offering it to passers-by to spit on†(59). The people then went against the churches abolishing holidays which were important to many people and their beliefs. They also killed thousands, â€Å"many of these people were guillotined†(63). They would cut the heads of criminals and even innocent without trial. The guillotine began very popular through these months, becoming the number one way of killing. â€Å"The guillotine became one of the most powerful symbols of the French Revolution†¦ It had a sharp, angled blade, which dropped quickly on a guided track†(65). These months were very gruesome for the people of france and many families, to where no one felt safe. These murders were sins, killed without reason or trial making the Reign of Terror unjustified. They were also unjustified because they were out of control and gave no trial to those who were sent to death. â€Å"The tribunal followed a formalized legal procedure, but gradually broke down â€Å"(63). They soon after gave in and stopped following their word, stopping all the trials. â€Å"The tribunal were out of control and kill thousands of innocents and accused men and women†(63). These deaths soon became a public view to anyone to witness, a view no one could forget, yet something to celebrate. â€Å"The public guillotines were memorable events†¦ laughing and chatting familiarly as if they were at a festival†(65) The people screamed of joy once the Kings blood poured from his headless body for they had finally killed him off. Louis XVI  was killed for the unjustified killing of many without a fair or given trial. The unjustification also included the Reign of Terror causing an unnecessary amount of deaths and beyond what was called for. People dropping without trial, without justification why at some points. â€Å"historians estimate that between 20000 and 40000 people were killed by the guillotine during the Reign of Terror†(65). The Committee soon hired many to spy making the areas hard to be trusted, they were always searching for if they were being watched. â€Å"a careless word of criticism spoken against the government could put on in prison or worse†(63). This made no one safe from imprisonment or death, this was unnecessary, against what we now have the right to speech. This was beyond what was needed or called for these people were killed over an unjustified event, just if they were in the wrong place at the wrong time. This shows how the Reign of Terror was unjustified and brutally unfair to the people of the times. Thousands killed without trial but guillotine decapitating them. â€Å"In mid- 1794 the Reign of Terror came to a rather abrupt end. Robespierre himself was executed and a more conservative government was put in place†(49). These times ruined families and homes across france, killing innocent men without trying them on trial in front of a fair jury. These 18 months became the bloodiest months of the French Revolution creating a huge impact on our history and government now showing how unjustified it was. The Reign of Terror was a against sin, unnecessary, and went beyond limits.

In this essay, I am going to explore how the language used shows the closeness of the relationships between the participants, and how their friendship is shown. In the friendship context, speech is more relaxed and casual and there is more use of dialect and colloquialisms than if it were a formal situation.There is also the use of words and phrases which could only be understood in this context, like idiolect and words that a particular age group use. In a formal situation there wouldn’t be as much interruption or slang words, as it wouldn’t be appropriate. In the transcript, there is a lot of interruption which shows they know each other quite well and wouldn’t get offended by it. This is shown when speaker A says â€Å"on //Saturday//† and speaker B overlaps by saying â€Å"//The Aviator//†, which shows they are both on the same wavelength a nd speaking quite quickly.Also the fact that they continue talking when another speaker interrupts like when speaker A continues after speaker C interrupts her shows they are both comfortable with each other and aren’t worried about being innapropriate as they are good friends. Additionally, the way they share their personal thoughts and crushes shows they are comfortable with each other and know each other well enough that it is appropriate. By saying that â€Å"he’s a real hottie† and â€Å"I wouldn’t turn down Clive Owen either†, they are showing how they aren’t afraid to say this to each other as they both share mutual feelings, which portrays that they are friends.Also the use of idiolect is present in the transcript when speaker A says â€Å"dead interesting†, with the word dead meaning really instead of having died. This is the way the individual talks so they would use this with friends, rather than in a more formal situation where Standard English would be expected to be used. When speaker A does an impression when saying â€Å"shu shu†, it shows she isn’t afraid of embarrassing herself as her friends would find it funny rather than weird. This shows they are friends because nobody would do this except with people they know and have fun with.
